Reference GDoc: Q3 Log modularity review [PROP1]

This will move the logmgr functionality and control thread into the src/log directory.

While such a refactoring would deviate from the current architecture that locates all threads in the src/conn directory. It would reduce the number of module API functions, and there are similar thread relocation proposals for other modules such as evict.
