We have a handful of FIXME comments in the code base that use "XXX" or "TODO" instead of our usual FIXME-WT-XXXX format.

A lot of the comments are many years old. We should review all these comments and either:

• Remove the old/redundant/Won't fix comments, or
• Create an associated WT ticket and use that in the comment
