Split the reconcile header file into two seperate headers

      As part of the reconcile modularisation, generate reconcile.h and reconcile_private.h header files by adding the reconcile module to the SELF_CONTAINED_MODULES and running the s_all to generate them. Check the generated files are having the proper definitions.
