Disable the bot comment on revert PRs or add a "Revert" type of change.

      Storage engines PRs have a bot comment posted with a number of questions, the first of which is "Type of change made in this PR"

      Which has 4 options currently:

      • Functional change
      • Test-only change
      • Refactor-only change
      • Other non-functional change

      This does not work well for revert PRs, we can deal with this in two ways:

      1. Don't have the bot post on reverts. This assumes we can detect reverts easily with the github scripting.
      2. Add a "Revert" type of change to the template.
