Two questions on the #wiredtiger-qa slack channel have come in recently about whether phantom reads are possible under snapshot isolation. The WiredTiger docs page "Transactional API calls" indicates they are possible but no-one has since been able to indentify which edge case could lead to them.

In this ticket determine if they are possible and then update the docs appropriately.
