live restore failure begins in a hole

      While running test/format with the CONFIG from WT-14087 I hit a different failure. It isn't clear if it is a different form of the same issue or not.

WiredTiger assertion failed: '0'. Read (offset: 546733568, len: 1024) begins in a hole
but does not end in one (offset: 354525184, len: 192208896)

      This failure is rarer than WT-14087. When running a 5x with that CONFIG, four of them hit WT-14087 and one run hit this failure.
