Currently live restore support exists in test/format but is turned off for normal integration testing. In order to use it, one must turn it on explicitly in a CONFIG file.

This ticket has two parts:

1. Live restore needs to be turned on explicitly and running well in a random pattern for a while (several parallel jobs, over a weekend perhaps).
2. Once it is solid then turn on live restore for integration testing.
