Once the live restore state has moved to complete ensure all reads and writes in the live restore layer are lock free.

      Given we don't require a restart for dropping the source database we should be able to return to regular performance as soon as the live restore is complete. This requires implementing a get unlocked state call path and modifying the read write paths somewhat.
