In the past, we saw our performance builds have high unexplained variance. This was due to distros being constantly updated producing inconsistent WT performance results. Since then, WT asked Devprod to create explicit performance distros branched away from the main distro.

This ticket aims to do the same for the new ARMV9 machines under DEVPROD-16417. Once that ticket is resolved we can move to the performance distros.
