Ensure WT errors are expressed to server code in standard JSON

      In the interest of getting server code off our first-party JSON parsing implementation in fromjson, we'd like to ensure that all error messages we get from WT (for example in logWTErrorMessage) will conform to the JSON standard, and do not leverage the JSON-like spec that's currently implemented in JParse.
