PRs raised by external contributors fail to get the PR template comment

      It's been reported and observed a few times that when an external contributor raises a WT PR, the PR template comment did not get posted. Here is the latest example.

      We should try and understand the reason why the PR template comment was not posted and make it a consistent experience for internal and external contributors if straightforward.
