      We should undo WT-12586 for Windows builds as the desired behavior is that Windows systems will continue using our legacy tcmalloc implementation as to avoid a regression. Currently, it will default to the system allocator and cause perf issues for customers upgrading from 7.0 to 8.0 on windows
