Understand eviction constraints in load workload with precise checkpoints

      When running the YCSB load workload with 256 threads, we see that WiredTiger allows the clean cache to get full enough that it throttles throughput.

       

      We should understand what is causing the clean content to be retained in cache. It should not need to be - it's likely that a constraint related to precise checkpoints is being too conservative in choosing to retain content.
