In order to support incremental backups with live restore we need to ensure that the ranges copied out of the file don't contain holes. The easiest way to do this is to bring up any relevant bits of the source file with writes to the destination.
There were alternative implementations considered but this avenue allows OM to stitch the data returned into the original backup and have a valid final backup.
