Revise rec_set_updates_durable usage

      Currently, rec_set_updates_durable must only be called when reconciliation can no longer fail. It might be OK to call this immediately after writing to PALI, but it's unclear. It may also be better to always write a full page in the next reconciliation, if we fail during a reconciliation that generated a delta.
