If we ever want to make precise checkpoints reconfigurable at runtime, we'll need to make sure RTS is run before the first checkpoint is done in precise mode.

The scope of this ticket is to (1) figure out whether we want this to be reconfigurable, and (2) if so, do the RTS dance.
