It was identified during office hours and multiple slack conversations that when a step up/step down happens we need to ensure all transactions and cursors are closed. This is to prevent any nasty expectations between MongoDB and WT.

Defintion of Done

Add safety measures towards all other API calls where we would return an error code when WT is reconfiguring step-up and step-down
