As part of implementing the disaggregated page discard verification routine in WT-14705, we need a PALM function that retrieves the page IDs of all non-discarded pages. This will allow us to compare the IDs against the pages in the btree to validate that the discard process is working as expected. This ticket adds that PALM function.
