In the disaggregated world, we currently mark dhandles as outdated on the follower as new dhandles are read from the most recent checkpoint. Once the old dhandles from previous checkpoints are outdated, they can eventually be swept since they are no longer in use.

This sweeping mechanism already exists today for regular dhandles. However, it does not apply to HS dhandles.

As part of this ticket, extend the sweeping logic to include outdated HS dhandles. This will ensure that these outdated HS dhandles are also swept once they are no longer needed, maintaining consistency and reducing resource usage.

Acceptance Criteria:

• Outdated HS dhandles are eligible for sweeping after they are no longer in use.
