After completing the data format changes for page deltas (~~WT-15002~~ & ~~WT-15003~~), double check that we are not building deltas for overflow keys, and make the necessary changes to prevent that.

Edit: Realised that we need to stop encoding overflow keys and values for all DSC architecture.
