Skip checkpoint_snapshot02 under disagg hooks.

Update:
Adjust checkpoint_snapshot02 to current disagg implementation of non-rts at startup. This scenario will be unblocked by WT-15370.

Repurpose the ticket:

This ticket is changed to track the implementation of perform_backup_or_crash_restart in disagg storage.

The subsequent checkpoint is partially visible after crash-restart.

To reproduce, remove these lines from test/suite/test_checkpoint_snapshot02.py

@wttest.skip_for_hook("disagg"...

and run

test/suite/run.py --hook disagg -v 2 checkpoint_snapshot02 -s 4
