WT-14542 never got merged into develop. 

• Layered table functionality was merged from wiredtiger-disagg-integration into develop on June 29 (WT-14619).
• WT-14542, which added support for caching layered table cursors, merged into wiredtiger-disagg-integration on July 24, and was never merged into develop.

For this ticket we need to copy or cherry-pick that change into develop. We should also check for any other tickets that may have been merged into wiredtiger-disagg-integration after the content from that branch was merged into develop.
