As part of WT-15612, I pulled in some tests that were previously broken. Most of them are now fixed, but test_layered56 is the last one that hasn't since been fixed on develop. It fails after reconciliation, possibly in PALM but I'm not sure. The test is currently disabled. Note that there are two parts of the test skipped – there's a skipTest call in the test body, but I also had to comment out the verbose_msg=1 PALM config, otherwise it fails with unexpected output even when the test is skipped.
