At present, test/format supports toggling between leader and follower roles. However, graceful stepdowns are not functioning correctly at this stage. Attempting a graceful stepdown can leave the system in an inconsistent state or cause unexpected failures.

Until proper graceful stepdown support is implemented, we should modify test/format to restart WiredTiger before performing a stepdown. This will ensure that state transitions remain clean and predictable during role changes.

Impact:
Provides a temporary but stable workaround for role toggling in test/format, ensuring test reliability while graceful stepdown logic is incomplete.
