WT-15758 changed the disagg block manager to retry reads indefinitely if they don't get data back from the underlying service. This is expedient for our current testing needs, but may not be the long term behavior we want.

This ticket is to re-evaluate and change this retry behavior once we have a end-to-end plan for handling this type of IO issue.
