With long-running checkpoints, the hot_backup_lock may be held for an extended period of time. This can significantly extend the time it takes to open a backup cursor. We'd like a way to have the API return EBUSY if the deadline exceeds, so that we can decide whether we'd like to retry opening the backup cursor or give up.
