Some layered tests don't run with tiered hook. When we create a new layered test, it may fail with tiered hook creating noises to CI. For example, the WT-16132 change caused a tiered hook failure.

Currently, we have to explicitly disable the tests that cannot run with tiered hook using:

@wttest.skip_for_hook("tiered", "FIXME-WT-14938: crashing with tiered hook.")

I think for the short term, we should just skip all the layered tests with tiered hooks.
