We already run format in disagg mode and run the layered tests with sanitizers, but we are still missing coverage for the rest of the tests that should run with the disagg hooks enabled.

This ticket also includes verifying whether any additional components are tested with sanitizers in the classic WT configuration but are not covered in the disagg setup.
