In test/format, verify has been disabled when deltas are enabled. After ~~WT-15619~~, we should be able to enable it again.

What needs to be done:

Re-enable verify() in test/format.
If there is any failure, assess whether it should belong to the SPM-4331 project or if it's related to something else.
