We see in FTDC data that when application threads are involved in eviction, the eviction threads do less evictions per second even though the eviction queue is not empty. We would like to see how much time eviction threads are spending waiting instead of doing work. We can add a stat to track how long eviction threads spend in `evict_lru` waiting for the spinlock, and try locks.
