As part of the PIT reads project, we need to make other nodes aware of the oldest timestamp so we can correctly fail the transactions of older readers. This implies the primary needs to ship around its current oldest timestamp, since that will define which history is/isn't available in shared tables.

This ticket is for the primary to include its oldest timestamp in checkpoint metadata.
