Disable WAL usage in disaggregate mode

      I found through local testing that WT allows WAL to be enabled when running in disagg mode. This is dangerous as it is not supported.

      Definition of done
      Provide a ENOTSUP when disaggregate feature is on and we are trying to enable WAL for the system. This is to prevent misuse of feature.
