Disable test_ovfl01 Python test temporarily

      The Python test started to fail frequently after the merge of WT-15739, which we decided not to revert but fixing forward the underlying Python framework issue using WT-15849. 

      We'll use this ticket to disable the failed test to avoid more failure instances and buy us time to address the issue properly in the next sprint.
