After the WT-16056, we will have an active mock key provider module within WT. The mock module will validate the correct get_key() and load_key() semantics.

By enabling the mock key provider module via disagg hook testing, we can utilise all of WT python tests and directly test key provider implementation.

The ticket will need to add another parameter to disagg hook testing, and load the key provider extension.
