Implement python tests that follow the test plan. Utilise sqlite to verify contents of writes.

Leader mode:
Startup (on fresh WT): New KEK blob is written
KEK rotation -> crash: KEK blob is not persisted
KEK rotation -> checkpoint: KEK blob should be persisted
Startup -> no changes -> checkpoint

Checkpoints using same KEK blob: KEK blob should be reused for each checkpoint
