There are multiple improvements that can be made for the evergreen yaml file. Here are a few problems and what the ticket aims to address:

• The evergreen file has many variants that only do a handful of tasks. The ticket should attempt best they can to combine these variants together.
• Furthermore the naming conventions of variants are not consistent, some with (ARM64) and some without the brackets. We should choose one consistent naming convention.
• Rework the addition of ~,!,(none) categories to variant names
• Remove ARMV8 variants as they should be deprecated in the case of ARMV9
