There is a current restriction on delta generation code that means pages that were split during a previous reconciliation will not have deltas generated on them. That is because reconciliation can't currently do a reconciliation and split on the same boundaries, which would be a pre-requisite for tracking the "right" delta set for each page from the prior reconciliation.
See WT-16441 for some additional context, and information about a workaround (that should probably be removed once this support is added).
