Investigate if WT should set the oldest timestamp when opening a connection

      In WT-16434, we created a new oldest_imtestamp metadata field that is used inside test/model as described here. This ticket should investigate if WiredTiger should apply the last known oldest timestamp when picking up the first checkpoint so the application layer does not have to do it.
