      WT-14467 added initial support for the cursor->modify API for layered tables.

      At the time it was merged, there were numerous correctness bugs in other parts of layered tables that prevented us from enabling cursor modify in test/format and test/checkpoint.

      It came with a couple of Python tests, but we should extend our testing of this feature.
