When we build a full disk image from deltas with the new implementation, some functions still have WT_REF wiring that is no longer used.

The acceptance criteria for this ticket is to remove all WT_REF usage from __page_read_build_full_disk_image, __wti_page_merge_deltas_with_base_image_int, and __page_merge_base_internal_deltas.
