We need to resolve the prepared updates during step-up on the stable table. Therefore, we cannot remove the committed/rollback prepared updates from the ingest table even they are globally visible on the standby. We can only garbage collect them when they are included in the stable's checkpoint picked up by the standby. Ensure we never garbage collect those updates until that happens.
