Add a test that explicitly verifies chunk cache configuration is no longer accepted by wiredtiger_open.

The test should:

• Attempt to open a connection with chunk_cache=(enabled=true,...) and assert it returns EINVAL

Acceptance criteria: test passes on all platforms and is included in the standard Evergreen test run.
