WiredTiger has the code to log whenever the system has an oldest transaction that is 10,000 transactions behind the last running transaction, but only when the verbose transaction is enabled. As it is available only whenever the verbose transaction is enabled, it is not being that helpful.

Log this message irrespective of whether the transaction verbose is enabled, and also improve the message to log the session details to identify which session holds the oldest transaction in the system.
