Fix use of "readonly" configuration by layered cursors, and make readonly cursors cacheable

      This is a followup from WT-17124 and depends on that work.  In this ticket, we should change the use of "read_only=true" when used by layered cursors to the correct "readonly=true".  And we should make readonly cursors cacheable.
