WT opens a stable cursor on standby even when WT_CURSTD_OVERWRITE flag is set

      Stable cursor incorrectly opened on standby because WT_CURSTD_OVERWRITE flag is checked on wrong cursor type. The WT_CURSTD_OVERWRITE flag is checked on the WT_CURSOR_LAYERED instead of the WT_CURSOR. See here and here
