      This ticket is a follow up work, stemming from WT-17362. WT-17362 fixed the bug where default session was incorrectly used for startup cleanup and validation.

      This ticket:

      • refactors the startup code in a separate function,
      • fixes __wt_verify_disagg_database_size which also used default session,
      • adds unit tests for startup cleanup and validations
