Follow up of WT-16494. Blocked by schema operation with timestamp in SPM-4546.

Context:

If schema drop happened with checkpoint pickup in a tiny time window, then unimplemented behaviour is possible to be triggered that the follower may pick up a dropped table, then if the leader recreate the table and create a new checkpoint and push it to remote, then the follower's second attempt to pick up checkpoint will see two different checkpoint share the same order.
