      s_clang_format requires clang-format version 12.0.1. The script downloads a custom-built binary that we maintain ourselves. The clang-format that comes with the MongoDB Toolchain V5 is 19.1.7. We should migrate to this version, as we already have it. Plus, the newer clang-format fixes some formatting issues that were present in 12.0.1.
