Description:
Following the initial implementation of the synchronous elegant step-down code paths (replacing crashes/restarts with reconfigure(role=follower)), we need a dedicated phase to stabilize the system.

This ticket covers running the test suites on the Evergreen feature branch, isolating consistent failures, triaging them out to the appropriate sub-teams, and driving them to resolution. The goal is to establish a solid, bug-free baseline before we introduce the complexity of asynchronous write-diverting logic.

Acceptance Criteria / Tasks:

• Identify and isolate recurring, consistent bugs,
• Triage failures and assign tickets to the relevant sub-teams for ownership.
