This ticket is to add python test for cross checkpoint role switch, we need to verify after a step up we mark the hash table as readonly, and we can still get disk image from the shared table with a cache hit, where write path is blocked and we can't put disk image to the shared table. We also need to verify the step down where both read and write path are re-enabled.
